I am looking for genuine, web sites that offer cruise ship/hotel employment. I have come across a lot that ask for a 'fee' upfront!

The best and most genuine websites for cruise ship employment are the cruise lines themselves, or the sites of their concessionaires (for the shops, Spa, Casino)
You should stay away from those which ask for a fee upfront. There are legit agencies - which will charge once they have found a job for you.
Everything else - just forget it.
You need to apply to the cruise lines for a specific job, which requires a certain amount of previous experience - depending on what you want to apply for.
It also depends sometimes on your nationality, if it is better to go through an agency or direct to the cruise lines.

When you say hotel are you referring to the hotel on the hotel or land based hotels?
A great site for hotel jobs is HCareers.com and then the employment sections on company websites for chains, for example:
Marriott.com
Hilton.com
Starwood.com
HolidayInn.com
As for cruise jobs, I’ve just gone through this process and was hired last week. After 3 months of sending in applications and resumes and getting no response I attended a job fair and was offered a job on the spot. This is with almost 5 years hotel experience, including the past 3 years continuously.
My suggestion if you’re in the US or Canada is keep an eye out for job fairs, otherwise go to the employment sections of cruise line sites, but don’t be discouraged if you don’t get a response. Here are some of the companies and their various brands, do a google search and click on the jobs/employment/careers link usually at the very bottom of the site.
