how would i know if an employment agency is legal?
I submitted my resume at Cruise Internation:Cruise International" <consumerdir@cruiseshipjob.net>, I think they are an employment agency for jobs on cruise. But before they can process my application, I need to pay a processing fee. Before i make any payment i want to make sure that I am dealing with the real people processing such employment.
Check on-line with Companies House they should be able to help you. Normally when people request money I feel they are a bit dubious. Good Luck
Rather look at Royal Caribbean International, rccl, or one of the cruise lines, Celebrity Cruises, they have a link for hiring agents in your countries, then you don't pay them a fee, only for your C1D1 visa, physical and air ticket, which they should help arrange.

Sounds fishy to me.
Real agencies do not charge up front. They are paid by the company that hires you and then only after you are hired.
I would back away.
If you are interested in that type of work contact the companies directly. Pay for a phone call. Many probably have Web sites or phone message sites that list real jobs.
