Yes something quite important for the passengers of cruise ships to feel secure that cruise lines do background check for cruise jobs. Imagine that all passengers want to feel secure that the people going into their cabin are to be trusted.
Hiring Agents get Background Check for Cruise Jobs positions
Generally all the cruise lines use hiring agents or recruitment agents for non-US shipboard personnel in the candidates’ home country and get certified criminal history document from the country of origin.
US Embassy does Background Check for Cruise Jobs seamen’s visas
The US State Department also checks during the issuance of seamen’s visas to foreign nationals who sail into US ports. The US Embassy in the crewmember’s country of origin conducts background checks while issuing seaman’s visas. One thing is for certain all the cruise lines have one thing in common they all want to keep there paying passengers happy, so they can keep coming back repeatedly. The happy passenger will tell all his friends and family what a wonderful cruise they had, which in turn encourages other people to cruise with that line and voila you got some bodies to fill your ships with. Which in turn keeps the cruise economy ticking over happily.

So how do the Cruise Line Companies keep passengers happy
Well it all starts with the employees, from shore based, who the passengers sees first at the embarkation point at the port. The next employees are the crewmember welcoming them on board the cruise ship. The Welcoming Cruise Line staff need to be jolly, happy, smiling and helpful, first impressions do count; we all judge a book by its cover. Especially a person new to cruising is quite intimidated with the huge cruise ships of today, finding their way around. A friendly helpful crewmember can just make them feel so much more comfortable.
The next thing is the food, when your tummy is full all is good, people on cruises love to stuff there selves they are on vacation. Of course the entertainment and the cruise staff for all the activities in the day by the pool, or all the game shows, all great fun, just makes the cruise. Most people will go to the casino as well, the average person has gambled, but for the newbie’s it is good if the dealer made them feel comfortable, chatting and smiling at them, or helped them if they are not familiar with certain games.
Shore excursions, especially in Europe, there is so much to see that people like to do the tours.

Now we all hear these exciting stores from friends or casino work colleagues of being a dealer on a cruise ship. Whether we are attracted to saving the infamous tons of money from jockeys, or simply having a great party lifestyle or traveling the world. One of those things calls out to us like this little voice in our head.
A dealer on a cruise ship
As a dealer you will have always known someone who is working on a cruise ship or you know someone that does. It is just as things go in the wonderful world of casinos on land, “word of mouth”, wherever you may be in this lovely world of ours.
Take action to be the dealer on a cruise ship
Of course, yes you have to take that first step in deciding you want to take action and contact the hiring agent in your country wherever you are. Yes you will generally have to do the infamous “table test” which is part of life, so that you are not pulling a fast one on them and they can actually physically and mentally see that you can deal, the games you said you can. To actually getting the Blackjack payouts rights or the bets on roulette.
Getting on board - dealer on a cruise ship
Now to actually once on board the amazing cruise ship, another world awaits you. You will generally start working that night unless you are extremely lucky. Yes you will get shown the ropes and get on to your first live game as a dealer on a cruise ship. The butterflies are probably going crazy in your tummy but like all things once you get over that first time on your table. Its like going on stage, you have had your stage fright, now that’s all gone and done, just put a smile on your face. These players are paying to take the cruise and want to have fun, so chat and have fun with them and make some jockeys.
There are lots of safety training to get through and some other shipboard training but like all things it passes very quickly so just get on with it and be the dealer on a cruise ship.
Doing your hour on the tables or more depends, then you get your 20 minute break, depending on the ships rules, you can either go to your cabin, go to the shops, have a quick look at the shows or just chill.
Fun as a dealer on a cruise ship
Now for after work there are always parties, crew parties, the crew bar or staff bar, if you want that social life it is all there. Casino staff do like to party and drink, it is just one of those facts. Just remember if your original purpose was to see the world, don’t forget to that partying until breakfast you will end up sleeping your contract on board away. You will find that at the end of your contract, firstly you will not have saved a penny, drank all your jockeys down the drain, slept away your contract. It is all about moderation, you can still have a few but still manage to go ashore in all the ports and see those amazing places when your ship docks. You can always have a power nap before work and you will feel great to get to be the dealer on a cruise ship doing that cruise job.
To get a casino job on a cruise ship you do need a few years casino experience behind you, for cashiers normally working in a bank or change bureau, to apply for a cruise job. In other countries you apply to your hiring agent for Royal Caribbean. If you enter Royal Caribbean.com in your browser then search for careers.
So if you are after fun, money or just want to travel this is a great job to be in, in more ways than one, all you need to do is find the hiring agent and apply for the dealer on a cruise ship.

I've been on multiple websites & every single one seems to be phony, or a dead end. Any ideas??
I have not worked on a cruise ship but I have been on about 20 cruises and I usually talk to the staff, and usually about how work is going.
A few things I have learned are that if you are hired you have to sign a contract to work for 8 or 9 months straight. And that means 7 days a week and usually 10 to 12 hours a day and sometimes with a split shift that starts early in the morning and does not end until 10 or 11 PM. There are no Saturdays and Sundays off and you may get to go ashore in port stops on on occasions but not at every stop. After you complete your initial tour then you get 2 or 3 months off before you are to report back to the ship.
All of the cruise lines operating out of the US have jobs information and a link on their web home page. So for a starting point you need to read what they present on their web sites and then contact the cruise lines directly.
On the cruise lines' web sites you will find a link to jobs, employment, human resources or some such link that will give you information about their positions. And there are no fees or charges for information. Some sites even have current vacancies they are recruiting for. Several cruise lines have new ships coming out soon so opportunities will be there. Royal Caribbean, Celebrity, Disney and some others will have new ships launched in the next couple years. Here are some links:

They will take your money and you will not necessarily get a job. Another thing to do is to contact the concession that run the shops on the ships like the spa, photos, souvenir, gift and clothing shops.

Is it true cruise line jobs only hire caucasians as front line staff & the rest to do the menial work?

I've noticed that majority of front line staff in Cruise line jobs are caucasians, and the Asians do all the dirty work like housekeeping, cleaning, laundry etc. Is this the norm?
No it is not the norm. They are hired and trained for each job that best fits the person. Some if you talk to them do not want the so called front line jobs because they either do not want or like dealing with people.
I have been on 19 cruises and have seen people of all colors doing different jobs and all were happy.
